To manage this, executives need to re-engineer governance as a live system, built into the AI development lifecycle, not imposed as a separate layer. Think in real-time workflows. Embed controls into the tools your teams are already using. Don’t leave compliance up to checklists or user preferences.

Adoption of AI tools is hindered by a lack of employee buy-in and unclear perceptions of AI value

Workforce development is also a core component. Nearly every company surveyed, 99.5%, has already introduced some form of AI literacy program. But general awareness isn’t enough. Role-based training, grounded in specific job functions, is getting the strongest results. 79.4% of respondents ranked this approach as highly effective, especially in helping teams apply AI with real impact inside their existing workflows.

From an executive perspective, these investments serve two purposes: defense and acceleration. They reduce exposure to risk while also ensuring that AI initiatives deliver usable, measurable value. Companies that fail to build capability across both tools and people will fall behind in both adoption speed and operational impact.

Unsanctioned or shadow AI use is escalating, undermining formal governance structures

Policy frameworks are being built, but employees are moving faster than the rules. Shadow AI, unsanctioned use of generative or autonomous AI tools, is growing year after year. Leaders need to assume it’s already happening. Respond with system-level controls, not just policy documents. Set a clear framework for sanctioned tools. Integrate AI detection and usage oversight into your tech stack. Most importantly, remove the friction from formal avenues so employees don’t default to unapproved tools just to get work done.

Autonomous (agentic) AI systems present distinct governance and security challenges

We’re entering a phase where AI doesn’t just support decisions, it makes them. Autonomous, or agentic, AI systems are already operating across key enterprise functions. These systems can execute tasks, generate content, and act without continuous human oversight. That shift elevates the governance challenge far beyond standard policy enforcement. You’re now managing AI that independently interacts with data, systems, and users.

Most leadership teams aren’t ready for this. Existing governance models, linear approval chains, manual monitoring, static access rules, don’t scale when AI acts in real time, makes decisions without supervision, or interfaces directly with customers or staff. It’s a different risk model altogether, and the controls need to evolve accordingly.

The essential questions turn operational: Who authorizes an AI-initiated action? What datasets does it need access to, and under what conditions? What stops it from pulling in the wrong data, or worse, sharing it? If you can’t answer these without hesitation, your AI is already operating ahead of your controls.

What’s needed is dynamic governance, controls that adapt as the system computes, learns, and acts. It’s about policy enforcement built into the system layer, tracking what decisions are being made, on what basis, and with automatic checkpoints built into the workflow.

Executives need to recognize that these systems introduce new categories of exposure. They require real governance fluency, not just project oversight. Governance needs to expand to include real-time observability, AI action traceability, and clear accountability lines.

Evaluating AI program impact is evolving into a more systematic and structured process

Enterprises are now moving past surface-level AI performance tracking. The ones staying competitive are assessing their AI initiatives with discipline, using structured methods and quantifiable outcomes. This represents a shift from early-stage hype to value accountability.

The right approach blends data and context. Companies are combining hard metrics, speed, output, accuracy, with softer signals like user trust, team adoption rates, and process alignment. That’s the only way to know if a deployment is working or just deployed. It’s also how you spot misuse, inefficiency, and the absence of real business impact early, before cost and risk compound.
